General Meeting Minutes

Date:  July 25, 2024

Opening:  Pledge of Allegiance, Moment of Silence in Remembrance of the loss of 10 Residents since July 2024 & Respects to our Armed Forces, Police, Fire Fighters and All First Responders

Called to Order:  Dawn Neil

Attendance:  Dawn Neil, Sheri Meyers, Gary Weber, Rick Gaydos, and Herb Saylor.

 

           STANDING REPORTS:

§As of July 2024: Homeowners Paid Membership Count- 148

 

Community Liaison: Gary Weber

·Parking Lot Bumpers Realigned – Space Lines were painted  

·Concrete by pool /ladder repaired

·Poles on the Pool umbrellas fixed

·Slats around the pool is in process to be repaired.

·Potholes on Kurt Drive have been repaired

·Mailboxes have been cleaned with new larger numbers on doors

·Requesting for Lighting at the Entrance of Wild Meadows

·Request to Repair of the Door to the Game Room -turned down by RHP

·Bicycle Rack at Clubhouse will be replaced

·Request for Gazebo on Molly Court to be power washed & Roof of Gazebo to be repaired

·Lifting is needed for 42 Trees, the first 10 are waiting for approval from RHP Home Office to be started next two weeks

  1. Future work based on budget:

    • Painting the inside of the clubhouse

    • Recarpeting of the clubhouse

Vendor’s Liaison:  Rick Gaydos

·Most current Vendor list has been posted in Club House

·Any recommendation for Vendors soliciting on Facebook, and you use them but have an unpleasant experience and want to complain, do NOT call Rick. These vendors are not vetting by Rick.

 

Dave W:

  1. Thank you to the community residents for assisting on finding past residents, this will help him in getting the money owed back to them for paying for the parking lot lights in the past.

  2. 2019 Arbitration was completed with the Arbitrator's decision in favor of RHP.  Upon our appeal to the Superior Court, that decision was upheld. We told our attorneys not to appeal the case to the Delaware Supreme Court. The case is done. We will not get any money back

  3. 2020 Arbitration was completed with the Arbitrator's decision in favor of the homeowners. Upon RHP's appeal to the Superior Court, the case was remanded back to the original Arbitrator for reconsideration. Unfortunately, this Arbitrator is no longer available. Our attorneys will be meeting with the new arbitrator and RHP’s attorney to discuss how they will proceed.  They may use what was presented to the first Arbitrator or start fresh.. Right now, we don’t know if we are going to have a retrial or not

 

Fred Neil:   

In his email blasts to the community, he usually provides us with details of upcoming events, current discussions going on with the City of Dover and current scams that are being reported.

 Two Important Things:

 The current HOA newsletter has provided information on what has passed in the now concluded legislative session and what hasn’t passed.
1. Currently disappointed in DMHOA on the results of the 1% sales permitted in Section 7013 of the law. The Landlord can buy homes for sales at a 1% over agreed upon selling price. The buyers (new owners) now have to pay more each month or walk away from the sale. The Community Owners make more money.
2. If the lease owner of a home passes away, the lease ends. If other residents reside in the home, they must sign a new lease at a higher monthly rent or move out.
3. The Legislature passed HB442 setting up a Task Force on Affordable Housing. Fred has asked to serve on the Task Force in hopes of changing the laws to protect tenants from landlord abuse.
4. City Council is also soliciting a survey on whether Marijuana should be legally sold in the City of Dover. Medical Marijuana is currently being used sold here and is not affected by the proposed ordinance.
5. All residents have been mailed a survey pertaining to the Water Pipes that was mailed to the homeowners in our community. There is also a different requirement from the Federal Government requiring State enforcement regarding Backflow Pipe issues that could contaminant drinking water. This issue is due to the situation that happened in Flint Michigan where the water system had a back flow problem, and water was contaminated and people who drank it, got sick or some died. The cost to homeowners is high although our area is actually at low risk for these back flow problems. Fred is Chairman of the Dover City Council on the Utilities Committee. He has sponsored a one year delay in implementation of the Federal-State requirement.

    2. Vehicle passes will be in early August -Each household gets 3 vehicle passes

    3. Security will be provided for the Entrance of Wild Meadows

 

 

                                             DISCUSSIONS:

1.    Any soliciting companies that come in our community, you can call the non-emergency number to report them.  The Dover City Police non-emergency number is 302-736-7111..

 

2.   POOL.    At the request of the HOA, Councilman Neil contacted the City Code Inspector regarding the problem of the pool not being cleaned for 7 days. He stated “If the pool was damaged or there was insect-attracting stagnant water then Code Enforcement would be involved.”

JoAnn Mather stated there were pool kits available to do your own test.  The Board asked JoAnn to purchase the kit and we would reimburse her for it.

 

                                    ANNOUNCEMENTS:

Our next board meetings will be September 19th and October 17th at 1pm.,  

Our next community meeting will be November 21st at 7pm.

On December 4th – HOA Board Christmas Luncheon

 

Raffle was performed and five residents were awarded gift cards.

INFORMATION received on July 26th.

JoAnn took a sample of water to Dover Pool and they tested it.  It’s Okay, could use a little more chlorine.  The report indicated the water was safe to swim in.   There was no charge.  Dover pool said “you can bring a sample every other day” and there will be no charge.

JoAnn has said she is going to have a sample tested once a week.

 

INFORMATION received from RHP on July 26th

Family Pool Company was here Monday, Tuesday and Thursday this past week.

Monday, July 23:   Various chemicals including stain remover

Tuesday, July 24:    Shocked was added 

Thursday, July 25:  Chlorine was added

The pool was vacuumed Monday and Thursday.

The pool schedule is still Monday and  Thursday.
