Subject: Urgent Request from DMHOA About “Change in Land Use” Compensation for Homeowners

 

 HOA Presidents,

 

DMHOA is asking for your help to get more compensation for homeowners when landowners make a “Change in Land Use.”  The Delaware Manufactured Home Relocation Authority (DEMHRA)  Board will be holding a vote on October 30,2025 to keep the current compensation amounts in place, or to increase the compensation.  We want homeowners to provide their input and be heard by the DEMHRA Board before they vote.
 

 Background:
 

 If a community landowner decides to change the use of the land—such as converting it to condominiums, stick built homes or commercial property, homeowners have 3 options:
    1.    Relocate their home elsewhere.
    2.    If home  is non–relocatable homeowners receive:
       •    Receive up to $12,000 for a single-wide

       •    Receive up to $16,000 for a double-wide
    3.    If the home is abandoned:
       • Receive a maximum of $3,000
 
On October 7th, DEMHRA conducted a Task Force meeting to consider raising the amount homeowners receive in this situation. Specifically, the task force members could only focus on the dollar amount for non-relocatable homes.  A motion by the land owners to “keep the dollar amount the same” was  made and seconded during a vote.

This Task Force motion will be presented to the full DEMHRA board on October 30th at 1:30 pm in Dover at its monthly meeting. At that time, the DEMHRA board will consider the issue and vote.
 

 Unless we can get to the Board members before the vote and sway their minds, we expect they will  agree to the landowner’s position.
 
What we ask of you:
 
As Presidents of your community, we ask that you send out the attached email to your homeowners.  Please, strongly encourage them to use our suggested words and send ONE email per homeowner to all 7 DEMHRA Board members on the TO: address line.  The email addresses are provided for easy copy/paste.
 
Quantity and quality of email messages are important here. Of concern, is that only one member of the DEMHRA board lives in manufactured housing on leased land. The rest of the board may not understand or relate to the issues we face. This is a chance for them to hear directly from you.

 

 If possible, we would like to invite HOA Officers to join us and speak at the DEMHRA Board meeting on October 30th at 1:30pm at the DEMHRA Office in Dover.
 
Unfortunately, the vote will be conducted BEFORE any audience comments will be heard. This is why we want to conduct this email campaign to ensure your voices are heard.
